Yeah, the pack are inflated with air on purpose, but not to trick you. Chips are fragile and break easily in transit, losing their aesthetics. Some manufacturers have solved this problem with hard cylindrical packing.

And others have made a soft package, but filled with air to absorb any shocks and pressures.
